Here is Reaper Miniatures, Dungeon Dwellers 07001, Rictus the Undying. This 28mm Special Edition pewter figure was sculpted by Bob Ridolfi and painted with acrylics. Sir Rictur is the main evil character in "The Vanishing Blackguard" Adventure for 4-6 characters of levels 3-5 by Joseph C. Wolf.
